HP Omen Obelisk evaluation | killexams.com Real Questions and Pass4sure dumps

Prebuilt PCs have been as soon as the area of ridicule among fanatic game enthusiasts. HP hopes to trade prevalent opinion and the conversation in gaming circles with its most recent Omen Obelisk.

This gaming computing device aims greater serious game enthusiasts with points like Intel’s Core i7 or AMD Ryzen processors, fast HyperX RAM, not obligatory Intel Optane reminiscence, and Nvidia’s latest GeForce RTX 2080 portraits. And the best part is that this compact gaming computing device tower still comes with enough inside house to aid future improvements.

The Omen Obelisk has a modest sub-$900 beginning cost, however you won’t be impressed with those specs. Our upgraded $1,999 assessment unit comes is the one you desire with its sleek case,  massive tempered glass window, and excessive-end components. You may be stunned how lots gaming goodness HP managed to pack into this kit.

Understated attraction

even though it possible gained’t attraction to gamers in the hunt for a flashier device, the Obelisk’s extra demure aesthetics make it fit extra without problems into a house office setup. With its all-black metallic construction, sleek tempered glass facet window, and refined LED lighting fixtures, HP is obviously concentrated on home clients who may need this computing device to serve dual applications for work and play.

HP Omen Obelisk Chuong Nguyen/Digital developments

except you’re capable of spot the glowing LED-lit Omen brand on the properly of the pyramidal-formed Obelisk within the front or note the glowing backlight during the glass panel, the Omen Obelisk can with no trouble pass as a typical purchaser computer. HP doesn’t downplay the Obelisk’s Omen gaming heritage though. It’s simply a classy tower that foregoes the garish prospers that are traditionally linked to gaming PCs.

With a name like Obelisk, you’d are expecting HP’s laptop to tower in your desk. fortunately, that’s now not the case, because the Omen Obelisk is a compact computer despite the fact that it comes in a familiar tower form factor. Our evaluate unit supports a microATX Edoras motherboard and full-dimension portraits card, assisting to preserve the usual footprint to a minimal to your desk. You nevertheless have entry to an array of ports and lots of space interior the case for future improvements.

regardless of a showy, un-tinted tempered glass window, there isn’t lots visible pastime internal.

The Obelisk’s 6.5 x 14.1 x 17-inch (width x size x peak) dimensions is comparable in measurement to the Asus ROG Strix GL12CX gaming computing device, making each towers fairly compact for the RTX images power that’s internal. The ROG benefits, however, from a larger ATX-sized motherboard and a more moderen processor however comes with a enormously more high priced $three,200 fee tag.

but if measurement is a priority, boutique gaming firm starting place computer’s recently refreshed custom-developed Neuron ships with a microATX motherboard with a 9th-Gen Intel Core i9 and beefier RTX 2080 Ti pix. The Lenovo Legion C730 is smaller still, however that cooler-impressed laptop comes underpowered with remaining generation’s GTX pictures.

below the looking glass

despite its un-tinted see-through aspect tempered glass window, there in reality isn’t much visual hobby internal. Like competing gaming systems, there’s configurable RGB lighting, and the handy cable management equipment keeps issues organized and tidy. but you won’t discover a flowery RTX pictures cards with glowing emblem or a elaborate radiator.

the place the glass panel design in fact comes into play is on the upgraded Omen Obelisk configuration that changed into announced at CES 2019. This more moderen model tops out with a newer Intel Core i9 processor and greater powerful RTX 2080 Ti pix. The alluring features from this mannequin consist of the radiator and pipes from the liquid cooling gadget, which should still support supply more visual interest if you happen to’re searching throughout the glass.

HP is evidently focused on people who may need this laptop to serve twin purposes for work and play.

For DIYers who desire more manage of their desktops, the EMI-lined glass panel may also be accessed with out equipment. HP claims that the clear EMI coating helps to evade any radio or magnetic interference. with the aid of pulling a latch on the rear of the tower, the side panel may also be quickly removed, giving entry to all the inner components. internal, you’ll find entry to two RAM sockets, two M.2 sockets, full-peak pictures card, fan, challenging force, and a 500-watt vigour deliver unit (PSU). although the low watt ranking on the PSU may also look underwhelming given the RTX pics card, we encountered zero concerns with this configuration.

youngsters our build doesn’t include an awful lot when it comes to active cooling, the Obelisk did have the ability to maintain temperatures in discuss with strategically placed vents along the rear, aspects, and top. The backside-set up PSU also helps with heat dissipation, and two non-LED-lit lovers support with air circulation. In use, the lovers sounded just a little louder than some competing top class gaming PCs that we’ve proven during the past. There’s also a filth filter, which comes in handy to maintain things searching clean you probably have a large see-via glass panel.

The tower helps a variety of room for enlargement, should you should swap in a beefier PSU or decide to improve to a GeForce RTX 2080 Ti card sooner or later. RAM and storage are each short upgrades. The Omen Obelisk additionally ships with HP’s USB keyboard and mouse, but severe game enthusiasts will both carry their own peripherals or upgrade the stock add-ons.

Reachable ports

The Omen Obelisk contains two arrays of ports to help you connect your monitor, keyboard, mouse, and other peripherals. Mainstays, like the power cable, reveal output, and speaker connection, can be plugged into the rear. 5 USB three.1 ports, a single USB-C port, HDMI, and three DisplayPort connections, Ethernet jack, and audio ports line the again of the unit.

HP Omen Obelisk Chuong Nguyen/Digital tendencies

On this era of the Omen Obelisk, HP redesigned the good ports with a front-facing design for less complicated access. On the prior era, the Obelisk became designed with rear-facing ports, making for a sleeker and cleaner design on the rate of port accessibility. Up excellent, you’ll find two USB three.1 ports, headphone jack, microphone jack, and the vigor button.

Priced to function

In a circulation to preserve charges down, and sure in a rush to release the Obelisk sooner to gamers, HP opted now not to look ahead to Intel’s more recent ninth-generation processors. as a result, the Omen Obelisk contraptions that shipped in late-2018 got here with eighth-technology Intel processors. Our review system came configured with an Intel espresso Lake Core i7-8700 CPU with six cores and 12 threads.

The slower performance of Intel’s outdated generation processor is apparent, youngsters, when working processor benchmarks. The Omen Obelisk posted lower single- and multi-core scores than competing programs that use 9th-generation Intel Core i9-9900K processors, like the starting place Chronos, Digital Storm Aventum X, and Asus ROG Strix GL12CX. compared to the Alienware enviornment-fifty one R5’s Intel Core i9-7980XE processor, the Obelisk posted combined effects, scoring seven-hundred points bigger on the single-core test and more than 3,000 facets lessen on the multi-core examine. after we used Handbrake to encode a pattern 4K movie, the test carried out 38 percent faster on the ROG than the Omen Obelisk.

And even though our unit comes with a 512GB M.2-format solid-state power made through SK Hynix, the drive changed into on the slower aspect, with 664 Mb/s read and 448 Mb/s write speeds. These speeds are slower than competing Samsung, Toshiba, and Western Digital Drives on different contraptions we’ve reviewed, just like the Aventum X, Microsoft surface Studio 2, and Huawei MateBook 13. It’s even slower than the Lenovo Legion C730, which comes with a smaller 256GB SK Hynix SSD.

There’s additionally a 1TB hard pressure on this device, and clients who want extra storage ability can add a 3rd pressure. each tough drives are without problems obtainable within the complicated force bays, and swapping out the M.2 SSD is an easy task, best requiring unscrewing a single Phillips-head screw.

Ray tracing capable gaming

fortuitously, despite slightly slower processing speeds relative to contemporary opponents, the Obelisk continues to be competitive within the graphics department, due to its Nvidia GeForce RTX 2080 images. nevertheless, despite sharing a similar pix card because the Asus ROG Strix GL12CX, the Omen Obelisk carried out slightly worse throughout 3DMark Time spy, Sky Diver, and fire Strike assessments. both gadgets’ scores had been in a similar way reduce than the beginning Chronos, which is to be expected given that the Chronos ships with an RTX 2080 Ti card. With 3DMark’s new Port Royale benchmark, which measures ray tracing, the Obelisk scored 5,598 aspects with an average of 25.ninety two FPS (frames per 2nd).

In our gaming tests, the Omen Obelisk once more delivered an identical efficiency tiers as other programs with Nvidia’s RTX 2080 pix. In typical, marks across the board in titles like Civilization VI, Deus Ex: Mankind Divided, Battlefield I, and Rocket League were a bit of lessen on the Obelisk than the beginning Chronos.

In Battlefield I, Civilization VI, and Deus Ex: Mankind Divided, the Obelisk delivered smartly over 60 FPS throughout all video game settings, even in 4K resolution. In Deus Ex: Mankind Divided at 4K in ultra mode, there changed into a substantive dip in performance, but the Obelisk carried out 10 FPS superior than the Asus ROG Strix GL12CX’s 39 FPS mark despite each techniques sharing identical photographs playing cards. This suggests that even with an growing old 8th-gen Intel processor, the Obelisk changed into nonetheless capable of sustain with opponents running more recent ninth-gen silicon.

Given the continually robust performance of the Obelisk, game enthusiasts may no longer be aware plenty of a efficiency hole, even with an older processor. In familiar, we discovered that the RTX sequence pix delivered greater constant results across 1080, 1440p, and 4K resolutions than the older GTX series, which showed a slowdown in framerates at bigger resolutions.

With the true-time ray-tracing enabled on Battlefield V, we observed that the game looked more functional, and we preferred the brought level of details. The characteristic, besides the fact that children, does tax the system at better resolutions, and there’s a noticeable dip in efficiency when ray-tracing is cranked to “ultra” in 4K decision. With ray-tracing off and HDR enabled, the video game performed on general between 56 to 59 FPS in 1080p, 1440p, and 4K resolutions at approximately 60Hz. When ray-tracing is enabled, framerates remained consistent at reduce 1080p and 2K resolutions, however in 4K, efficiency in the “Nordlys” mission dropped to simply 32 FPS.

guarantee

HP offers a common one-12 months off-web site warranty masking materials, labor, and shipping prices to send the unit to a restoration core. game enthusiasts who want longer peace of mind can opt for an upgraded two-12 months warranty for $239 or a two-12 months plan with unintended harm insurance plan for $279. The latter covers surprising hobbies, like water spills or even drops, which could come in useful in case you find yourself commonly toting the Obelisk to LAN parties.

HP’s base one-year guarantee falls in accordance with what mainstream manufacturers, like Dell’s Alienware and Lenovo’s Legion offers, however these rivals present longer top class packages that can prolong the insurance policy of your equipment for as much as 5 years. extra high priced construct-to-order techniques from boutique brands like beginning laptop and Digital Storm come with a base three-12 months confined guarantee.

Our Take

HP made some sacrifices to hurry the Omen Obelisk out at the end of 2018, and this ability that the unit doesn’t true out with the ultimate CPU or GPU at the foremost configuration. nonetheless, at a sub-$2,000 fee aspect, the Obelisk’s eighth-Gen Intel – in place of the more moderen 9th-Gen silicon – processor and RTX 2080 portraits does a commendable job at handling framerates in online game play.

In our benchmarks, we found that HP’s choice to go together with Intel’s remaining technology processor didn’t have plenty of an impact on gaming efficiency. And except you’re pushing the gaming envelope with ray-tracing titles at the maximum game settings at 4K resolutions, going with the Obelisk’s RTX 2080 snap shots, as a substitute of the flagship RTX 2080 Ti will doubtless prevent a little bit of money, as efficiency with ray-tracing enabled often best dropped at resolutions stronger than 1440p.

Is there a stronger option?

if you’re k with Intel’s remaining technology processors, HP’s Omen Obelisk is awfully reasonable for its specifications. Asus’ competing ROG Strix, as an instance, charges about $1,200 greater than the Obelisk at $3,299. At that fee, you’re getting a more recent 9th-generation Intel Core i7-9700 processor. Dell’s Alienware area-51 computer charges the identical expense because the ROG Strix, however you’re getting an eight-core Intel Core i7-7820X processor, 16GB RAM, and 128GB M.2 solid-state power coupled with a 1TB tough force.

Boutique computing device company foundation pc’s Chronos laptop also comes in a similarly compact package. When configured with an Intel Core i7-9700K processor and an RTX 2080 graphics card, the starting place starts at $2,432, which is a $four hundred premium over the Obelisk. origin offers much more customization alternate options in case you want to trick out your rig, but the Chronos doesn’t include HP’s single-pane window design.

in case you’re a greater serious gamer, you’ll want to wait for the 2019 edition of the Omen Obelisk that HP introduced at CES. The 2019 Obelisk continues the same aesthetics and design as our evaluation unit, but the better configuration maxes out with newer Intel Core i9 processor, stronger RTX 2080 Ti portraits, and a radiator for liquid cooling. This updated mannequin is anticipated to deliver more vigor for computational tasks and more advantageous gaming performance. It’s slated to arrive in March starting at $2,249, so pricing on the eighth-gen Intel configuration might drop at that time.

HP Omen Obelisk compared to

How long will it ultimate?

despite which configuration you choose, the HP Omen Obelisk will fulfill your gaming needs for years to return. the entire internal accessories are upgradeable, and if you opt for an RTX series pictures card, you’re buying a future-proof laptop. The problem for many gamers who buy this and different RTX-fitted equipment is watching for developers to add assist for ray tracing into their titles, and that procedure can take ages.

when you purchase it?

yes. in case you don’t have the persistence to source your personal ingredients to construct your own workstation, HP’s Omen Obelisk is a good pre-developed alternative that’s reasonable and well outfitted to convey the efficiency most game enthusiasts want. although it’s a gaming tower that’s centered at mainstream gamers, it’s acquired enough elements – ease of upgrade, RTX vigor, and a contemporary design – that makes this computing device attractive to the enthusiast.

HP CloudSystem: What exactly is it? | killexams.com real questions and Pass4sure dumps

HP claims to have put private cloud, hybrid cloud and possibly public cloud in its pocket to sell to enterprises and service providers. But CloudSystem, as it is known, isn't so much a platform as a collection of intersecting HP products and roadmaps to get cloud capabilities -- elastic, self-service provisioning, storage and metered use -- into your data center.

At heart, it's the Cloud Service Automation software that makes or breaks the HP cloud.

There's CloudSystem Matrix, CloudSystem Enterprise, CloudStart Solution, Cloud Service Automation, Cloud Service Delivery, CloudMaps, Cloud Matrix Operating Environment, CloudSystem Security, CloudAgile, and on and on. HP suddenly has a lot of stuff stamped "cloud." What's more, there's no shrink-wrap; you pick bits here and there, and HP helps you install and tune it. Fortunately, there's at least one example in the wild to see what actually constitutes an "HP cloud."

"Yes, they do have an awful lot to look at," said Christian Teeft, VP of engineering for data center operator and services provider Latisys. Teeft said Latisys may well have the first live CloudSystem environment at an HP customer. Latisys is using the system to sell cloud infrastructure services, which come in "private" and "semi-private" options; dedicated clouds for customers, as it were.

Teeft said Latisys deliberately leaned away from startups and smaller cloud platform vendors, talking to enterprise vendors and other service providers like NewScale, Joyent, BMC and others about automation, but HP had the country club marquee customers and Teeft liked the integration with HP's hardware.

"There are synergies with HP around hardware blade systems and ISS," he said.

Industry Standard Server Technology Communications (ISS technology communications) is HP's way of distributing technology guides and techniques to users, a bit like Microsoft's TechNet.

Teeft said cloud computing for enterprise customers was becoming a fairly mainstream request, although actual usage might be exploratory or limited to certain workloads, all new customers wanted to see the capability available.

"It's a checkmark on a lot of RFPs and RFIs these days," he said.

HP also touts the ability of CloudSystem to use external public cloud services. Teeft said he was aware of the ability to do hybrid clouds but that wasn't relevant to him. Latisys' cloud is unequivocally staying high and dry from melding with other services.

"Our workload is going to stay within our four walls for now," he said.

Teeft said CloudSystem had two other key advantages for a service provider. It is hypervisor agnostic, meaning they can serve more than just VMware users, and unlike cloud-in-a-box solutions like the vBlock or Oracle's Exalogic or Cisco's UCS, it can run off a small hardware allotment at first.

"It allowed us to do a unique scale… we didn't have to sink a few million dollars into a vBlock or whatever," he said.

So what exactly is CloudSystem? The central component of CloudSystem is the Cloud Service Automation software, which is based on Opsware. HP is selling three core components: HP Converged Infrastructure (running something called the Matrix Operating Environment), Cloud Service Automation (CSA) and HP's own support services to keep it running.

The Matrix OE is HP Insight, basically, and handles low-level provisioning, monitoring and management for physical and virtual resources. It also helps with network management by hooking into HP Virtual Connect Enterprise Manager (VCEM). Cloud Service Automation is mostly Opsware, which HP acquired in 2007. That provides everything else needed to turn your infrastructure into a cloud -- the user interfaces (and user management), provisioning tools, configuration and workflow tools, and management/monitoring displays -- a front-end resource manager and orchestration tool. It can tap into HP's own Infrastructure as a Service offerings when those come online and with other public cloud services like Amazon Web Services, according to the literature.

HP says that HP blades and 3PAR storage are the hardware component for CloudSystem, but say most x86-based servers and SAN storage can work with the Cloud Service Automation software.

"They also sell that separately, so you can just buy the software solution and put it on your hardware," said Forrester analyst Lauren Nelson, who has spoken to a handful of CloudSystem early adopters.

Nelson said that the CSA cloud platform provides all the necessary components to turn a bunch of servers into something comparable to Amazon Web Services or Rackspace Cloud. The user interface isn't polished, according to Nelson, but the functionality is there; it is on par with products like Eucalyptus, Abiquo and Cloud.com.

"With Abiquo, you can change the color of the interface background, I think," said Nelson.

The reason HP is selling the software separately instead of an exclusive hardware/software bundle is that it wants to please all sides: providers like Latisys, and also the customers who are on the fence about running their own infrastructure or outsourcing. There's a strong impulse in enterprises to do something in the way of private cloud this year, said Nelson, but users want to start small if they possibly can.

HP suddenly has a lot of stuff stamped "cloud."

"If your infrastructure is really behind, you're going to be looking at a hardware/software solution or hosted private cloud," she said. "If you're not quite as worried about the hardware, you might be looking at just the software this year."

HP has a number of additional software enhancements for the base platform, like Tipping Point, which gives some network security, intrusion detection and traffic management features. CloudMaps are templates for the platform based on common enterprise application stacks, HP ArcSight can be used for compliance, HP Storage Essentials and so on. Aggregation Platform for SaaS (AP4SaaS) has billing and templates for Software as a Service providers baked in. All of these are sideshows to the Cloud Service Automation software.

IT giants compete for cloud dominanceNelson said that, right now, only HP and IBM have a complete package to offer enterprises around private cloud, meaning fully integrated hardware and software to run and support it. Dell's partnerships with Joyent and Microsoft (Hyper-V Fast Track) and its own Virtual Infrastructure System (VIS) weren't at the same level, and the pure-play cloud platforms require a lot of work to tune for various kinds of infrastructure. They are also a riskier bet, as the companies have an uncertain future.

HP has put up a big tent for its private cloud products and piled it full of bric-a-brac. At heart, however, it's the Cloud Service Automation software that makes or breaks the HP cloud. Experimenting with and adopting cloud products in house is quickly becoming a reality for many enterprises, and the big vendors are clearly trying to step up to the plate. But if nothing else, this is yet another way to show that cloud computing is not just more of the same old data center operations.

Costa Rican communities fighting against climate change | killexams.com real questions and Pass4sure dumps

Costa Rica decided to take the challenge of decarbonizing its economy, for which the transportation sector represents a fundamental challenge, followed by the solid waste sector.

Inventories of greenhouse gases (GHG) made by the municipalities of San José, Desamparados, Belén, La Unión, Monteverde and Golfito show that both activities are the main sources of GHG across the six municipalities.

Currently, there are 12 municipalities that have taken measures and important steps to implement mitigation and adaptation to climate change, in order to become sustainable and walkable cities. They have the ambitious goal of lowering their carbon emissions, as is the case of Golfito, which aims to reduce 118,000 tons of CO2.

Juliana Madrigal, forest engineer from the Municipality of Golfito, stated the following: “We look to build complete trails with sidewalks and cycle paths, restructuring both private and public transport, promote carpooling and bicycles and walking through the streets to migrate from the use of vehicles toward a better environmental awareness”

With this reality, the Directorate of Climate Change (DCC) of the Ministry of Environment and Energy (MINAE, in its Spanish acronym), through the “Cantonal” category of the Neutral Carbon Country Program 2.0 (NCCP 2.0), works in the formalization of the processes related with the GHG inventories report and the implementation of the National Standard of Carbon Neutrality.

Andre Meza, director of the DCC said: “Based on this motto and the interest and enthusiasm of the municipalities, we are working together with academia, NGOs and the international cooperation in the design of tools that facilitate the participation of municipalities to contribute with country commitments (NDC, in its English acronym) adopted under the Paris Agreement. The NCCP 2.0 is one of these tools.”

Priority sectors for mitigation

A pilot project between the DCC, the German Cooperation GIZ and the Center for Urban Sustainability (CFUS) encouraged the municipalities to achieve carbon neutrality within the framework of the PPNCN 2.0. This project offered technical and methodological support during 2018 to the cantons of San José, Belén, Desamparados, La Unión, Monteverde and Golfito in the process of determining their emission sources, measuring their GHG inventories and developing an action plan for the implementation of possible mitigation steps.

In San José, Desamparados and La Unión, more than half of GHG emissions are generated by the transportation sector. In Belén, the largest source of emissions is stationary energy; that is, the energy produced by the burning of fossil fuels (LPG gas, gasoline, diesel, bunker or others) in the use of stoves, ovens, boilers or other types of facilities. In Desamparados and Golfito, it is the waste sector. In Monteverde, the transportation, livestock and fertilizer use sectors in the agricultural area have the same weight in the district’s contribution of emissions.

“We are working in the treatment of organic waste and in programs with the refrigerant industries to reduce emissions from these sectors. We are also carrying out studies to make a bike path, because the community is asking for it, and they feel it as a need, ” said Thais Zumbado Ramírez, vice mayor of Belén.

Exchange of experiences at the international level

As part of the strengthening of local governments, in October 2018, a tour was held to exchange experiences with German and Spanish municipalities. The six pilot municipalities, plus Alajuela, Liberia, Talamanca, Montes de Oca, Curridabat and Cartago, which cooperate with the DCC in projects of the Adaptation Fund, knew of a wide range of climate projects in Europe and acquired new knowledge, mainly in active and electrical mobility and waste management. The tour was organized by GIZ and the Spanish Cooperation AECID.

Among the sustainable transport projects, they learned about the “Low Emission Zones” in Madrid, Spain, which restrict access to the city center and the most polluting vehicles. Access permits, and parking and detention permits incentivize less-polluting vehicles. In a coastal area in Barcelona, sustainable management of maritime areas was shown with mobility as an integrating element.

Non-motorized mobility is encouraged, among others, with bicycle rental stations. In Seville, the service is continually optimized by monitoring the frequency of passing bicycles, parking points and parking. The “Bicycle Academy” of the Innovation Center for Mobility and Social Change in Berlin, Germany, analyzes ideas on how to integrate bicycle lanes in urban mobility planning, particularly at intersections and connections with greater traffic.

For Marcel Soler, mayor of Montes de Oca, it is necessary to motivate changes to modern mobility systems: “We recognize the importance of offering incentives to people to impulse change. We have started with a series of incipient efforts to improve the infrastructure, develop public bike systems, integrate different means of transportation and generate intermodality, as well as install recharging points for electric vehicles.”

Another priority sector is waste. In Mannheim, Germany, the delegation learned about a project to optimize the planning of garbage collection routes: sensors in the dumpsters indicate if they are full to avoid unnecessary collection trips. During visits to the sanitary landfill and to a solid waste transfer plant that could be re-evaluated in Barcelona, Spain, they also learned about solutions to improve separation, recycling and waste treatment.

For its part, Katherine Quirós, environmental management professional of the Municipality of La Union, stressed the importance of communication work to achieve a positive environmental impact in the cantons and stated that “they should ask citizens what they want before building, do not forget to plan for the people and ask ourselves the question of what kind of city we want to live in.”

Next steps toward decarbonization

The 12 municipalities currently identify priority actions to be implemented, which may be supported by the Municipal Development and Advisory Institute, the National Union of Local Governments and international cooperation. Feasibility studies are being prepared for some of the projects, derived from the action plans of the pilot municipalities with the GIZ and the DCC.

“At GIZ, we are committed to supporting the government of Costa Rica in decarbonization and promoting municipalities as generators of sustainable development. That is why we have been supporting this initiative, providing technical assistance and support to the training process, inventory surveys and development of climate change actions and projects,” said Sandra Spies, project director at GIZ.

With the support of GIZ, virtual teaching modules are being developed to teach how to apply the PPNCN 2.0 tool, in order to prepare GHG inventories and establish mitigation actions at the municipal level, so that all local governments can carry out their own inventories. Through additional guides in the sectors of refrigerants and air conditioners, agriculture, forestry and land uses, it is expected to disseminate good practices and portfolios of mitigation actions. A financing guide will help to recognize ways of mobilizing financial resources toward climate change; for example, through the management of the municipal budget.

Lead persists in the water at many Seattle schools. Does Chicago have a solution? | killexams.com real questions and Pass4sure dumps

Water sources at more than half the city’s South End schools, which serve many students of color and children living in poverty, exceeded the Seattle Public Schools’ limit for lead, according to a recent analysis of the district’s data.

The Seattle school district tests the water in drinking fountains and classroom sinks at each campus at least once every three years. Through early 2018, the results of those tests showed 53 percent of schools in South Seattle registered lead readings above what the district considers an acceptable level of exposure.

Drinking-water quality in Seattle schools

Since 2004, the Seattle school district's policy has been to test all sources of drinking water at each campus once every three years.

What’s the district looking for? Potentially toxic levels of lead and other heavy metals.

Which water sources get tested? Drinking fountains, bottle fillers, sinks and faucets in classrooms, hallways, libraries, teachers’ lounges, nurse’s offices, kitchens and other rooms.

What’s an unsafe level of lead? School Board policy established a 10 parts per billion threshold to trigger remediation on a drinking water source. The federal Environmental Protection Agency's standard is 15 parts per billion.

What happens to unsafe water sources? Most commonly, the district posts a sign near failed fixtures, warning students not to drink from them. The district also disables or replaces drinking-water sources with high lead readings, installs filters on individual fixtures or distributes bottled water.

And the environmental risk isn’t limited to children in less-privileged neighborhoods: Elevated levels of lead appeared in tests at 36 percent of schools in whiter and more affluent North Seattle schools.

District officials say the high lead readings don’t pose a danger to students, because the failed fixtures are classroom sinks, not drinking fountains — which assumes kids drink exclusively from fountains. But as of this summer, district data showed elevated lead levels in some drinking fountains in at least seven schools and Memorial Stadium at Seattle Center, home to high-school and professional games.

The highest level of lead was discovered at a drinking fountain in Green Lake Elementary. There, a combination fixture — with both a fountain and a sink — registered levels of lead in 2016 nearly six times the district’s self-imposed limit of 10 parts per billion and four times above a federal standard of 15 parts per billion.

The district posted a sign near the fountain, warning students not to drink from it. A similar sign was posted near a fountain with a lead reading of 17 parts per billion in a locker room at Memorial Stadium. The district said, though, that the fountain is in a space set aside for the Reign FC, a professional soccer team.

Since The Seattle Times began asking questions about failed fixtures, the district has updated the results for certain schools, including Green Lake, on its website that shows water-quality test results. The page for that school now lists the fountain as disabled — it’s unclear when, exactly, the district shut the flow. As of Thursday, the district was still modifying data. It also recently added language to its website saying it does not consider sinks to be drinking-water sources.

“Seattle likes to think it has some of the best drinking water in the nation, but not for its children, and especially not on the South Side,” said Rachel Blakeslee, an environmental researcher who, as part of her master’s thesis at the University of Washington, analyzed years’ worth of water-quality test results at every school and calculated the overall numbers. “They’ve had this (testing) program around for more than a decade and still have lead in their schools.”

The Seattle school district, once considered a pioneer for its water-quality program, publicly boasts that 99 percent of the approximately 4,000 water fixtures across its campuses test safe for lead. While that may be true, it’s only an average — one that masks the wide disparities between individual schools.

At Broadview-Thomson K-8, a school that straddles the Broadview and Bitter Lake neighborhoods in North Seattle, a full third of water sources tested above the district’s threshold. Sixty percent of Broadview-Thomson students come from low-income households. Across Interstate 5 at Cedar Park Elementary, where 1 in 4 students live in poverty, none of the water sources failed the district standard.

Lead poisons everyone, but particularly children, whose growing bodies absorb lead more readily. Elevated levels of lead, according to the Centers for Disease Control and Prevention, can damage kidneys, blood and nervous system and eventually progress to coma, convulsions or death. For children, lead exposure can lead to learning disabilities and behavioral problems, too.

While lead is no longer used in paint and plumbing, the risk of exposure for children remains in millions of older homes and schools. No level of exposure to lead is safe for children, according to the American Academy of Pediatrics. The tricky thing is that cities, districts, states and scientists all set wildly different standards for how much can be tolerated.

Lead contamination works like a tea bag: As water stagnates in old plumbing or drinking fountains, it absorbs more lead and strengthens in toxicity over time.

In Seattle, after public outrage over contaminated water in 2004, the district settled on 10 parts per billion as its threshold. Blakeslee’s research, however, revealed that as of early 2018, 41 schools and Memorial Stadium had at least one water fixture that failed to meet the standard.

The district’s own data show the total tally of failures ranged from as few as one sink at Meany Middle School in Capitol Hill to as many as 26 water sources at Broadview-Thomson.

Richard Staudt, who oversees the Drinking Water Quality Program, rejects Blakeslee’s analysis, even though her work relies on the district’s own data.

Staudt said the overall rate of failures shouldn’t concern parents, even if one drinking fountain at their children’s school tests above the district’s limit.

“Maybe the last six months it was above 10 (parts per billion) but now we’ve identified it and shut it off and replaced that fixture,” he said. “If that’s the one source that your student drinks from all the time, perhaps they’ve been exposed.”

What we don’t know is whether and how much lead in is the water that courses through bathroom sinks, which Seattle Public Schools does not test as a matter of policy. There’s no clear national standard for whether testing there is necessary. In the neighboring Bellevue School District, bathroom sinks are tested for lead. In New York City, the nation’s largest public school district, bathrooms are tested. In Chicago, bathrooms aren’t tested.

Staudt says the Seattle district posts signs in bathrooms telling students not to drink the water.

Do you attend Seattle Public Schools?

Are there signs in your school’s bathrooms warning you to not drink from the sinks? Either way, send us a photo at edlab@seattletimes.com.

An informal survey Thursday and Friday found that nine of 11 schools had bathrooms without signs. There was, however, such a sign in the central district office.

Other school systems have taken recent steps to reduce lead levels in their communities.

In California, Berkeley Public Schools committed itself to removing any water fixture that tests above 1 part per billion, the pediatrician-backed limit. The San Diego school district recently won a wide margin of support from voters to spend millions in bond money to similarly get as close to zero parts per billion as possible.

Far from the West Coast, Chicago is piloting another solution: There, a facilities worker invented a cheap, automatic flushing system that schools could adopt to provide cleaner water for students without spending much more money or energy.

How Seattle set strict standards

In 2004, reports of contaminated water prompted Seattle Public Schools, the state’s largest district, to test the drinking fountains and faucets at each school for the first time. The tests revealed dangerous levels of lead in a quarter of all fixtures, convincing the School Board to adopt a sweeping testing and remediation plan that set a stricter threshold for action than even federal agencies recommended at that time.

Even now, only 15 states have any policy on testing for lead in schools, according to researchers with Harvard University. And of those, just 10 actually have a program in place to implement the policy. While Washington has a testing policy, it doesn’t fund or implement it.

“I applaud (Seattle Public Schools) for the effort they put into this,” said Blakeslee. “But I definitely don’t view that as an excuse to not do better.”

Blakeslee currently works on national corporate partnerships for Teach for America but, in addition to her work at the UW, has researched water quality in Central and South America.

For her Seattle schools analysis, Blakeslee used the geographic boundaries between North and South Seattle defined by the Road Map Project, a coalition of South King County schools and districts.

Since Blakeslee reviewed the Seattle data, the district has updated its website with more recent water-quality test results. The number of failures decreased at some schools, such as Interagency, an alternative school in Columbia City, but increased at some campuses, including Madison Middle School in West Seattle.

For water-quality expert Erica Walker, that Seattle even had a point person for its program was worth applauding.

Walker, who oversaw a statewide lead-testing program in Indiana, said many schools haven’t even started looking.

“Schools have inherited this problem, and solving the problem isn’t cheap,” she said. “There’s no one right way to go about this.”

For some districts, Walker said, removing an infrequently used faucet in the classroom will take care of the problems. Other districts may need to update an entire building’s infrastructure.

Ultimately, she added, “it’s important for schools to be transparent about why they are testing, what problems were found and what they plan to do about it.”

Seattle, however, doesn’t make it easy — or clear — for parents to know what problems are found at their children’s schools.

Navigating the water-testing results for each school requires parents to decipher industry terms like “bubblers” (water fountains). The results often don’t specify which heavy metals the tests identified, and when the tests occurred. Some individual schools’ results appear on the wrong pages. And in the case of Ballard High, the remediation status for a failed fixture remained listed as “pending” for years until The Seattle Times asked about it.

Staudt said multiple parents have told him they find the site accessible. After the Times asked about the data, the district added new language to its site stating sinks are not considered drinking water sources.

Aside from Green Lake, Staudt acknowledged that other schools had failed fixtures that never were reported as having been disabled. “You can anticipate a series of updates … coming soon, not to hide anything but to reduce the potential for confusion,” Staudt said in an email Thursday. “It will not mean that the status of the fixtures themselves has changed at all.”

Meet “Noah”

The water crisis in Flint, Michigan, led people in nearby Chicago to wonder about the safety of their own water.

At the height of Flint’s public reckoning in 2016, Rob Christlieb, senior manager of construction for Chicago Public Schools, said he and his bosses realized they had a problem: The district hadn’t tested its own water in at least two decades.

That spurred an initial round of random tests at 32 schools, all but one of which returned all-clear results. Several fountains at the 32nd school, an elementary campus on the South Side, tested well above the federal standard of 15 parts per billion.

“That really lit the fuse,” Christlieb said.

As testing expanded to all Chicago schools, the district started experimenting with different fixes: Removing and replacing all lead-positive water fixtures; installing water filters and even new systems to pull fresh water into a school; flushing all potable water through an entire school.

Those fixes weren’t cheap — the district spent about $120,000 at the South Side elementary school. But at Von Steuben High, staff engineer Michael Ramos started tinkering.

“I kind of just took it upon myself to do everything I could to prevent the students in my building from being exposed,” Ramos said.

For Ramos, it boiled down to one question: What could be done — on the cheap — to help facilities workers like himself keep children safe?

In his spare time at home, Ramos tried to answer this question as he researched the effects of lead poisoning on children.

Ultimately, he invented the answer himself, creating “Noah,” a palm-sized computer board that automatically turns on and flushes the water in drinking fountains for 30 seconds every two hours.

He demonstrated Noah during an October visit to Orr Academy, a school on Chicago’s West Side.

Water-quality tests conducted there in October 2016 found lead levels as high as 530 parts per billion — more than 35 times above the suggested federal limit. But last year, after Ramos installed Noah on drinking fountains, the amount of detectable lead at Orr had fallen below 2 parts per billion. At Orr, the devices save the school’s facilities staff about two hours every Monday morning from manually flushing the drinking fountains — a low-level task often delayed if there’s snow to shovel or heaters to fix.

Noah, which Ramos named after his nephew, not only purges the stagnant water and settled contaminants. Chicago treats its water with orthophosphates, a chemical commonly used for corrosion control, and Noah ensures a regular application of the coating to the inside of pipes — so that the water coursing through them never touches lead.

Noah, of course, has its skeptics.

The device might not work in places like California, where water isn’t as plentiful as in Chicago or Seattle, said Laura Deehan, a public health advocate with consumer group CALPIRG. She advocated for the complete replacement of any old plumbing and fixtures in public schools.

“There’s a real sense of outrage out there that could be any lead in their kid’s drinking water,” Deehan said. “It’s a really preventable problem.”

CALPIRG has helped school districts working toward prevention, including Oakland, which last year adopted a lead limit of 5 parts per billion. And with the solid backing of voters, school officials in San Diego will tap $45 million from new bond money to get down to 1 part per billion in all water sources.

To reach that goal, the district will explore replacing and updating plumbing, according to a school board resolution.

According to Christlieb, it would cost between $1.5 billion and $2 billion to replace all the old pipes in the much-older Chicago schools. Noah, with a price tag of about $250 per device, offers a much more cost-effective and scalable solution, he said.

“Michael (Ramos) has solved the lead problem in public schools, not just in Chicago,” Christlieb said.

A district-approved pilot program will expand Noah to 25 elementary campuses this school year. Christlieb said the results of that pilot will determine whether it’s worth installing Noah at every school in Chicago.

‘The occasional, misguided choice’

Back in Seattle, the district currently spends about $65,000 on its testing and remediation program each year.

Despite the program’s mixed results, Staudt suggested there’s no need to invest any additional money on an automatic flushing device like Noah.

“I don’t see that there’s a need for a change,” Staudt said. “We have limited resources.”

Although he noted his willingness to consider the pros and cons of a 5 parts per billion standard, Staudt cited a 2014 study that found Seattle’s remediation program practically eliminated water lead levels as a health threat.

However, the district doesn’t disable and replace every water source found to have elevated levels of lead. The most common solution to high levels of lead? A sign posted near the potentially toxic fixture, warning teachers and students not to drink from them.

Bruce Speight, director of Environment Washington Research & Policy Center, found it concerning that the district would leave any water fixture — including sinks and faucets — in service after finding high lead readings.

“That still seems fraught with risk. If they found elevated levels of lead, shut it off,” he said. “If (the fixture) appears to be something you can drink out of — even with a sign — that seems inadequate. They should shut off the tap.”

The district posted such signs for each of the 26 fixtures at Broadview-Thomson, which Staudt downplayed since high levels of lead — in one case more than five times the district’s limit — were only found in classroom sinks.

“Handwashing sinks in classrooms are not drinking-water sources, but we recognize there is the potential for students to ‘forget’ that, so we test all of those too,” Staudt wrote in an email. “Where the occasional, misguided choice to drink from a sink could be a problem, we post a reminder sign.”

That logic baffled Blakeslee.

Before moving to Seattle, she taught bilingual education in Houston schools, and she said many of her students filled their water bottles from the classroom sink. Blakeslee also recalled, during a visit to Rainier Beach High as part of her research, witnessing a teacher fill her coffee pot from a faucet underneath a sign warning her not to drink from it.

The logic also seemed to confuse teachers at Emerson Elementary in Rainier Beach, where the district last November sent a central administrator and janitor to collect water samples.

In a kindergarten classroom, a teacher asked why they weren’t collecting any water from the faucet in the sink of an adjoining bathroom.

“They shouldn’t be drinking from there,” the administrator said.

“So,” the teacher asked, “the kids who drink from there every day, we should tell them no?”

Before she could answer, the administrator left the room.
